A new bill in Ohio would make unprotected casual sex a felony for men, says state Rep. Anita Somani.
The “Conception Begins at Erection Act” has been proposed by Somani and state Rep. Tristan Rader. The two democrats believe that men should hold the same legal culpability that women do for unwanted pregnancies.
“You don’t get pregnant on your own,” Somani said.”
“If you’re going to penalize someone for an unwanted pregnancy, why not penalize the person who is also responsible for the pregnancy?” she added.
Here Are Some Notable Moments Of Black Culture In 2025
According to reports, Somani has introduced legislation that would make it a felony for men to ejaculate without the intent of getting someone pregnant.
The proposal wouldn’t include sex that’s done with contraception – like condoms or birth control. It also wouldn’t include masturbation, or if the sex is done between members of the LGBTQ+ community who cannot get pregnant.
The proposed maximum fine would be $10,000 “per discharge”.
Republican activist and End Abortion Ohio president Austin Beigel has publicly declared the proposed act as a “mockery of the most basic biological concepts.”

“If you think it’s absurd to regulate men, then you should think it’s equally absurd to regulate women,” Somani replied.
From News 5 Cleveland:
“I think this hits the idea of “Republican freedom” and “men’s freedom,” and so that’s why it’s touching such a big nerve,” Somani said.
This bill likely isn’t conceivable in the GOP-controlled legislature, but it is heating up the conversation.
This is a developing story.
